The decision in brief
Lead with the requested decision and its limits. Separate facts, assumptions, judgments, and unresolved questions; compare credible alternatives; state the effect on the whole family balance sheet; and record conditions, dissent, and review triggers. Research approval must not silently become trading authority.
Put the requested authority on the first page
Write a decision sentence identifying the action, scope, budget, owner, and period. 'Approve a research subscription for an observation exercise' differs materially from 'Authorize investment in a managed vehicle.' Name what is excluded. The committee should not have to infer whether it is approving further work, a commercial contract, portfolio exposure, or delegated discretion from the same recommendation paragraph.
UBS describes the investment policy statement as a framework for governance, implementation, and monitoring. Use the memo to demonstrate how the request fits that framework. Cite the applicable internal objective or limit and identify any exception requiring separate approval. Do not change the policy implicitly because a proposal is attractive or a meeting deadline is close.
Separate the argument from the evidence inventory
Summarize the investment or research rationale in plain language, then identify which artifacts support it. Label provider statements as provider statements until checked. Distinguish a historical study from an archived live research release and from actual investment executions. Include dates, versions, and material missing evidence so that a future reviewer can understand the basis available at the decision time.
CFA Institute's communication guidance distinguishes facts from opinions and discusses significant limitations. Apply that distinction to the memo without suggesting that every committee is subject to the same professional standard. An estimated diversification benefit is a judgment conditional on assumptions, not a verified fact merely because it appears in a spreadsheet. Explain what would make that judgment less credible.
Use a decision table instead of a promotional summary
This original table describes the contents of a decision-ready memo. Give each unresolved issue an owner and a consequence for approval. A short memo can still be rigorous when its supporting record is accessible; a long appendix is not helpful if readers cannot connect its exhibits to the proposed decision.
| Memo component | Required answer | Weak substitute |
|---|---|---|
| Decision | What authority is requested and withheld? | A vague recommendation to proceed |
| Evidence | Which dated artifacts support which claims? | An unlabeled performance chart |
| Alternatives | Why not retain the current process or use a simpler option? | Only comparing preferred vendors |
| Portfolio effect | What changes in cash needs, concentration, and risk? | A standalone return forecast |
| Conditions | Who resolves each issue before which action? | Open questions with no decision consequence |
Show the whole-family consequences and alternatives
Describe how the proposal interacts with operating-business exposure, existing managers, spending, unfunded commitments, collateral, and entity restrictions. Use consistent dates and make unpriced or unavailable holdings visible. A model's apparent diversification within a securities account may not diversify the family's economic exposure. Explain which estimates rely on proxies and how a different proxy changes the conclusion.
In a hypothetical memo, the sponsor requests a research trial for a cyclical equity model while the family already owns a cyclical operating business. Compare the proposed trial with existing coverage and a simpler sector exposure report. The committee might approve research access but prohibit implementation until concentration analysis is complete. That is a precise decision, not a diluted endorsement or an implied allocation recommendation.
Make challenge and dissent useful before the vote
Assign a reviewer to argue the strongest case against the proposal. Ask which assumption carries the conclusion, what evidence contradicts it, and what failure would look like before a return loss becomes visible. Circulate material questions early enough for answers to be checked. The sponsor should not control both the presentation and the record of unresolved objections.
In the hypothetical research trial, a reviewer finds that only selected publications are available. Record the objection, the sponsor's response, and the approval consequence. The committee can defer, narrow the trial, or require archive evidence before reliance. Preserve a substantive minority view even when the vote passes. Later performance should not erase the reasons for disagreement or make a previously unknown risk seem obvious in hindsight.
Close the loop with a decision record
After the meeting, record the actual resolution, participating decision makers, conditions, delegated tasks, and review date. Attach the version of the memo that was considered, not an improved replacement written afterward. CFA Institute's record-retention guidance provides a professional example of preserving support for analyses and actions; the office should set its own applicable retention policy with appropriate advice.
Failure cases include an approved budget without a contract owner, a conditional approval treated as unconditional, and implementation beginning before operational clearance. Review both outcomes and adherence to process. A proposal can lose money while remaining within its approved risk case, or appear profitable while breaching its authority. Keep those judgments separate so the committee learns from decisions rather than merely rewarding favorable short-term results.
Decision points
- State the exact decision and withheld authority before presenting supporting analysis.
- Tie claims to dated evidence and compare credible alternatives.
- Preserve dissent, approval conditions, owners, and the memo actually considered.
